Beyond Dakar: the eight poles of Senegal’s Vision 2050

Senegal infrastructure illustration

Greater Dakar has long concentrated Senegal’s economic activity. Vision 2050, the country’s 25-year national agenda, sets an explicit target to change that: raising the share of GDP generated outside Greater Dakar from 47% today to 71% by 2050, spread across eight designated development poles.

What the 2050 target hides

A 25-year target does not tell you which of the eight poles has money moving today, as opposed to a plan on paper. Diamniadio and Ndayane are real; others remain largely names on a map. Before we point an investor at a location because it sits inside Vision 2050, we verify which specific infrastructure is funded, under construction, or merely announced.

What is driving the shift

  • The 2026 budget commits CFA 133.7bn to infrastructure, the largest single line among 44 priority projects worth CFA 633.7bn in total.
  • Vision 2050 targets 6.25% average annual growth and aims to lift GDP per capita from about US$1,600 today to US$4,500.
  • Diamniadio, about 30 km from central Dakar, is the most advanced of the new poles, already hosting industrial zones, government facilities and residential development at prices reported 30–40% below central Dakar.
  • The Ndayane deepwater port project, about 50 km south of Dakar, anchors a separate pole built around logistics and a planned 600-hectare economic zone.

What it means for investors

A plan is not the same as delivery, and the eight poles are at very different stages of maturity — Diamniadio and Ndayane are the most concrete today, others remain largely on paper. For an investor, the practical approach is to treat the plan as a map of where public investment is heading, then verify project-by-project which poles have committed funding and functioning infrastructure now, rather than investing against the 2050 horizon as a whole.
